'No, Borderlands is not cel-shaded — it's a gritty and serious world after all,' Pitchford told Kotaku via email. 'But since the game was first unveiled we have made big advancements with the art direction and the technology to support the art and have produced some pretty impressive, even shocking results.'

Pitchford added that the game's official website will 'soon' be getting new content that shows where Gearbox is with the art — not to mention the upcoming PC Gamer article. The official Borderlands site is set to launch April 13.

'Finally, there's always E3 in a few months where attendees can see the game live,' said Pitchford. 'I know some folks have figured out that we've done something big to Borderlands even if no one is quite sure what we've done yet and I know I'm still being a bit cryptic on that.'
Gearbox’s Borderlands is perhaps one of the best cartoon-ish games. Borderlands uses a different technique for its cartoon-ish like visuals than cel-shading, but the final result is pretty close to it in our opinion. Needless to say that we don’t think there is something wrong calling Borderlands a cel-shaded game (as that term is used metaphorically to describe all cartoon-ish games with outlines), but that’s just us. Did you know, however, that the game had – originally – a more realistic look to it? Well, time to witness some of the early screenshots (as well as a target trailer) of it before it got ‘cel-ified.’
Gearbox changed the game’s art style when the game was at its late development stages. Little do we know about the reasons behind this decision, however the company had previously released a couple of screenshots – and a reveal trailer – that showcased what Borderlands was originally meant to look like.
It also seems that Gearbox was inspired by a short film called Codehunters. Codehunters was produced by Bart Yates / BlinkInk and tells the story of a band of misfit warriors, vowed to protect a world under seige. The intro of this short film is almost identical to the one of Borderlands, as well as the whole art style. Quite frankly, this could easily pass as a Borderlands inspired film, though this film was released way before Borderlands got out.

Every model in borderlands has some sort of black contour lines around. Is there a way to turn them off? Couldn't find one in Options.

You are looking to disable the outline shader via the Borderlands WillowEngine.ini file under DocumentsMy GamesBorderlandsWillowGameConfig. You can tweak many aspects of Borderlands by modifying this file. There is a tutorial on the Borderlands Wiki and I highly recommend you read it before trying anything.

An easy to way to disable the black outlines (outline shader) is by using the Borderlands Config Tool / Configuration Editor (download mirror sites of current latest version, v2.1.4: [1][2][3]):
It backups the configuration files it edits, so you can revert its changes anytime.

Borderlands Without Cell Shading
Borderlands 2 is undeniably defined by its aesthetic, a cel shading we've all come to feel is a part of the series as much as looting or Moxxi's boobs. But what would it look like without it? With this simple game tweak from Steam user Melchio, you can remove those thick black lines and add cinematic lighting, creating an entire new visual experience.
If you're curious and want to see what Borderlands 2 plays like without its signature look, take these simple following steps:
1. Go to Documents > My Games > Borderlands2 > WillowGame > Config > WillowEngine Mods in the sims 4.
2. Press CTRL + F and find the string of code WillowScenePostProcess
3. Replace with CinematicScenePostProcess
4. Save, and exit.
As you can see from the before (top) and after photos, the lighting is the most dramatic change; I took these screen shots in Hunter's Grotto in the new Sir Hammerlock DLC and was astounded by the difference. I also got quite a performance boost in the form of an improved frame rate. As for the cel shading note the tree on the far right:
